What’s Happening & Why It Matters

What Is the Carlton–Wrenshall Consolidation?

Carlton School District (ISD 93) and Wrenshall School District (ISD 100) are moving toward forming one unified district. Both school boards and the Minnesota Department of Education have approved the plan. Wrenshall residents will vote on May 12, 2026, as part of the required process.

Why Consolidation Is Being Considered?

The districts have identified several long‑term challenges and opportunities, including enrollment trends, financial considerations, and the sustainability of programs and services. Consolidation is intended to address these issues by combining resources, reducing duplication, and supporting stronger academic and extracurricular opportunities.

At the center of this conversation is one shared priority: creating stronger opportunities and long-term success for every student. Today is about helping the community better understand the ‘why,’ the ‘what,’ and the potential path forward.

Looking Ahead Without Referendum Funding

If consolidation is not approved, Wrenshall has identified several steps to responsibly manage finances while continuing to serve students. These actions are focused on maintaining operations, addressing financial obligations, and planning for long-term sustainability.

Budget Adjustments

The district will reduce spending by approximately $408,945, representing about an 8% reduction for the 2027 fiscal year. These reductions will be carefully evaluated to improve efficiency while minimizing impact where possible.

Operational Financing

To ensure financial stability, the district may pursue short-term borrowing (AID anticipation borrowing) to meet its financial obligations. This step would allow the district to manage cash flow and maintain day-to-day operations.

Enrollment Focus

Efforts will be made to increase student enrollment by partnering with professionals to develop a targeted marketing campaign. The goal is to attract families from surrounding areas and strengthen the district’s long-term financial position.

Future Planning

The district is preparing for a potential operating referendum in November 2026. This vote would ask the community to consider funding necessary to sustain current classes, programs, and educational opportunities.
